Description

A mother, father and two children are sitting in a dinghy called '1st home Buyers', that the father is trying to row. The boat doesn't move because it is moored to a huge bollard on which is a faint image of the Governor of the Reserve Bank, Dr Alan Bollard. Refers to the raising of interest rates by Reserve Bank governor, Dr Alan Bollard, in an attempt to control rising house prices. This meant that mortgages were out of reach for house buyers on lower incomes.
