Description

Shows Prime Minister, Helen Clark, standing in front of a huge collapsing edifice made of stone letters forming the words 'Electoral Finance Act'. She looks sour and mutters that just because something doesn't work in practice does not mean that it won't work in theory. Refers to Labour's tinkering with the Electoral Finance Act with the intention of controling the amount of money that could be used in electoral campaigns. The result was that the Act was very hard to interpret.
