Prime Minister, Helen Clark, denounces the notion that new Minister of Foreign Affairs, outside parliament, is a 'Claytons' minister, that is a minister who is not a minister. She denies hotly that he would touch the stuff which is probably true as he would be more likely to be tempted by more baubly stuff. The reference is to the continuing questions being raised both inside New Zealand and overseas about exactly what Winston Peters' role is.
