The cartoon shows a whole lot of cowboys riding bad-tempered looking horses through the sea, described as a 'natural disaster'. The cowboys on the first horse which represents 'tax payers' are a 'developer', an 'architect', and 'regulators'; on the second horse which represents 'leaky homeowners' are 'legislators' and 'councils'. Refers to the leaky home disaster in New Zealand which has left many home-owners unable to afford the repairs necessary even with the inadequate assistance offered by the government and local councils. The situation is made worse by the way others can benefit from the mess. The 'natural disaster' brings to mind the terrible oil spill in the Gulf of Mexico.
