Description

Shows a cartoon in four frames. On the left are two cityscapes with the words 'Tagging from beginning to end' as a text. The two frames on the right show a boy carrying a bucket of paint after having daubed 'Kilroy was here' on a wall and then the boy being arrested by a policeman who takes him away leaving an image of Prime Minister, Helen Clark, on the wall with the words 'Killjoy was here' alongside it. Refers to the government decision to treat seriously the problem of tagging.
