In the first of two frames a man and his wife complain to an official at Housing New Zealand that gangs have taken over state houses and are terrorising the neighbourhood. In the second frame the man has received a letter from Housing New Zealand telling him thaty he is losing his states house. There is a feeling in the community that gangs are getting favoured treatment from Housing New Zealand.
