The scene shows a field in which is tethered a goat with the face of Prime Minister Helen Clark who looks irritated as she wonders why people call New Zealand a 'nanny' state. Beside her is a benign-looking sheep with the face of Finance Minister, Michael Cullen who bleats that they know best and people should follow them. In the background a train passes with carriages labelled 'taxes', 'rates', 'mortgages', 'food prices' and 'fuel' which represent all the areas in which the cost of living is rising. Refers to the sense that people have that the government tends towards 'benign dictatorship' or paternalism against a background of increasing economic hardship for many.
