Description

Cartoon shows three men sitting in a pub and discussing fears about beach access. The first man says "If iwi get to charge for beach access you'll have to pay if you've no Maori blood!" A second man says "So nobody will get free access as there are no full-blooded Maori anymore", the third man says "That's true!". The three ment continue talking, text reads: "Right! All the rest will be on a sliding scale of discounts depending on their mix", "It's totally absurd!!", and "So what's new?".

Context - Some people fear they will lose easy access to the beach as a result of the bill and others are very critical of the government's haste in pushing it through. The present government has repealed the Foreshore and Seabed Act and replaced it with legislation that removes the foreshore and seabed from Crown ownership andllows iwi to seek customary title to parts of it through the courts or through negotiation with the Government. The repealed Act is called the Marine and Coastal Area (Takutai Moana) Bill. There is criticism about the haste of the bill and anxiety about continued easy access to beaches. (NZH 9 February 2011)
