The top of his head has been flipped open and several prospectors dig inside it but decide that there are not a lot of riches here and not a lot worth conserving. Text above reads 'Brownlee proposes to mine conservation areas...' Refers to the decision by Energy and Resources Minister Gerry Brownlee to a stocktake of minerals in land currently protected under a section of the Crown Minerals Act. The value of untapped minerals in New Zealand has been estimated at some $140 billion, with nearly three-quarters of it within conservation land.
