Followed by levels, 'Individuals' and 'Tribe'; 'Powerful' and 'Powerless'; 'Sovereignty'; 'Tribe'. The man is about to place a final 'Maori Party' card on top of the cards. Refers to 'House of cards' as an expression for the Maori Party being built on shaky foundation and will collapse if a necessary element is removed. Also refers to the contradictory elements of the Maori Party.
