Prime Minister, John Key, holds up a notice that asks Finance Minister, Bill English, to agree to '$50m for NZ cycleway!' Bill English is horrified and refuses several times but at last agrees. Refers to John Key's plan for the cycle way right through New Zealand, rather in the way such a scheme is being developed in Britain. A sign at the front of the table reads 'the Vicar of Dribbly', a play on the British sitcom 'The Vicar of Dibley'. Probably a reference to the vicar's style of getting what she wants.
