The cartoon shows Reserve Bank governor Alan Bollard saying 'I prefer to call it strategic hydration' as he waters a little plant called 'economy' with a watering can. Text above reads 'Reserve Bank Governor accused of pouring cold water on an improving market' and small text below reads '..or as we call it - watering down'. In the second version the small text does not appear. The Reserve Bank chief Alan Bollard has said that significant reductions in interest rates and exchange rates in the 2008/09 financial year meant the Reserve Bank recorded a net profit of $906 million and paid a dividend of $630m to the Government.
