The cartoon shows several politicians from the Maori Party in a waka hauling on a large whale that represents 'Whanau Ora' and 'New Foreshore and Seabed Legislation' that is trying to sound. The politicians are from left - Tariana Turia and Pita Sharples, co-leaders of the Maory Party, Te Ururoa Flavell, Maori Party Whip, and Hone Harawira who yells 'too small. Throw it back!' Refers to the Whanau Ora Maori health initiative and also to the repeal of the 2004 Foreshore and Seabed legislation, both of which are seen by critics as being rather lightweight concessions by the government in that neither really fulfils what the Maori Party is asking for. The Maori Party has to be content with the crumbs the government feeds it the uneasy coalition agreement they have.
