Description

Shows Nick Smith, Minister for ACC, standing over a cauldron of hot coals that is labelled 'ACC levy increases' and threatening with a burning torch a man who represents New Zealand stretched on a rack. On the right stands a large thuggish man wearing a hood over his head and brandishing a scimitar; he represents 'privatisation'. Refers to the decision by National to increase ACC levies because of an ACC blowout.
