A ship named 'HMS Labour' hoves to nearby and a lifesaving ring with 'tax cuts' printed on it is tossed to them from by Finance Minister, Michael Cullen. Standing around him are Prime Minister, Helen Clark, Trade and Defense Minister, Phil Goff, Environment Minister, Trevor Mallard, and Justice and Police Minister, Annette King. Refers to the fact that tax cuts were in the 2008 budget that was presented by Michael Cullen in May.
