In the first of two frames Prime Minister, John Key, and Finance Minister, Bill English, climb a mountain and plant a 'budget' flag in the summit. Thety express relief that they have managed. In the second frame it can be seen that they have climbed a mountain of 'debt' and now wonder how they will get down. Refers to the 2009 budget to be announced 28 May and the problems incurred because of the recession during National's first term.
