The cartoon shows Labour MP Chris Carter chatting with Labour leader Phil Goff. Chris Carter says that he does a good job representing the people of Te Atatu and Phil Goff replies that he also represents 'everything voters came to abhor about the Clark years'. Refers to the government's decision to make public ministerial credit cards and Chris Carter being one of those charged with inappropriate spending - ie using it for personal items like flowers and restaurants. During the 'Clark years' ministers from all parties were censured for inappropriate spending.
