Rodney Hide, the Leader of the ACT party, sits in a little rowboat from which stretches a rope that is tied round the tail of an enormous beached whale. Rodney Hide strains sweatily on the oars in a vain attempt to refloat the whale. The reference is to the problems being faced by ACT.
