'The Politician' cartoon strip. The Minister shows a plan of the new prison to a bunch of reporters and tells them that the new prison will be an 'open' prison because there is not enough money to put a fence round it. The reference is to current discussion about the very high New Zealand prison population and the possibility of having more people at the lower end of the offending scale doing work outside the prison complex etc.
