There are two frames. In the first a psychologist sets out the staff shortage situation in the police force and after stating that to assist matters police are brought to New Zealand from Britain but then police are sent to the Solomons to help keep the peace there, he finishes by asking if there will still be a shortage. In the second frame a baby watching the psychologist on the television, answers correctly in the affirmative. Refers to shortages in the police force and opinions about endeavours to correct them.
