In the first of two frames Prime Minister John Key stands before a chair on which is a whip and a bandage and appoints Nick Smith Minister of Climate Change. In the second frame a group of huge ghoulish figures representing death are approached by Nick Smith whose eyes are blindfolded with the bandage and who brandishes the chair in one hand and the whip in the other. This refers to the government's taking less than effective measures to get carbon levels down and thus attempt to reduce the effects of climate change. National proposes to cut New Zealand's total greenhouse gas emissions by between 10 and 20 per cent below 1990 levels by 2020 a target that Prime Minister John Key said yesterday was "a big ask". The latest bid, which is for world climate change negotiations beyond the existing Kyoto Protocol commitments, is half what Greenpeace and other climate change lobby groups have been campaigning for.
