Description

Hamilton's Councillor Chesterman tours the Hamilton CBD (central business district) and spots a 'dead duck.' Refers to a scheme favoured by most city councilors to breath life into the CBD which would require residential ratepayers to subsidise business owners through a change in the rating system that could add hundreds of dollars to the average homeowner's annual rates bill. Councillor Gordon Chesterman described the scheme as "a dead duck".
