Shows an 'anti-terrorism vehicle' labelled 'Made in the USA' whose wheels have fallen off. Two armed police try to retrieve the situation while nearby stands a Maori protester who sardonically commiserates with their plight. Refers to the solicitor general's ruling that the 17 people arrested during the police raids of the 15th October, could not be charged under the Suppression of Terrorism Act because the Act was flawed and needed revision.
