A man is delighted to see that the Topp twins have arrived at his door after he has been promised a rural broad band by Steven Joyce, Minister of Communications and Information Technology. There is a wordplay on 'broad band'meaning either a band of broads (women?) or 'telecommunication that provides multiple channels of data over a single communications medium'. Refers to plans for rural telecommunications with Cabinet signing off on proposals for the roll out of high speed broadband in rural areas and the reform of the Telecommunications Service Obligations.
