Description: The cartoon shows Finance Minister Bill English creeping up behind a very large kiwi and plucking out a feather which causes the kiwi to look rather startled. Refers to a 'softly, softly' approach by Bill English who announced a review of our tax system in May, to be led by Victoria University's Professor Bob Buckle. It is due to report in December, about the time that the government should be able to make some more realistic claims about the country coming out of recession. While the Key administration has backed away from cuts, is it instead re-gathering its forces for what could be a nasty attack on how the tax burden is shared in this country? Description: A sad and pathetic Chris Finlayson wet through and with his glasses askew holds a dripping document entitled 'Coastal areas Bill'. Context; Chris Finlayson is both the Minister for Treaty Settlements and the Attorney-General who approves those settlements! The Marine and Coastal Area Bill does not "confiscate" any land. It repeals the Foreshore and Seabed Act 2004, and takes the marine and coastal area out of the Crown ownership created by the 2004 Act. It creates a Common Marine and Coastal Area (excluding the 12,499 or so existing private titles that partially include marine and coastal area) which is not owned, and which can never be sold. It will be regulated by the Crown, as are many things that the Crown does not "own" - for example land (the Continental Shelf), resources (air and water) and legal entities (stock markets). The Bill provides for the interests and rights of all New Zealanders in the common marine and coastal area, and is based on the understanding that these rights can co-exist. Description: On the left of the image stands a little family of 'beneficiaries', a rather forlorn mother and three children, while Minister of Finance, Bill English, stands outside the gate of his very nice house in Karori. Flying off into the distance is a plane from which floats a voice saying 'I'm off to visit my grandchildren'. The word 'Beneficiaries' appears in large print across the top of the image. Refers to the growing gap between rich and poor and the difficulties of beneficiaries. Also refers to the row about ministerial perks. The man in the plane is probably ACT MP Roger Douglas, who flew to Britain to visit family at the taxpayer's expense. Bill English used nearly $1000 a week of taxpayer money to finance the mortgage on his family home in Karori while at the same time asking New Zealanders to restrain spending..
