Description

A parliamentary messenger stares in puzzlement at the door of a new Minister whose title is Minister of Retrospective Legislation. From the doorhandle hangs a notice stating that the Minister has gone home to put the cat out last night, a mixture of tenses not making a lot of sense. Reference to the new Bill about retrospective legislation for government election spending whose intention is to make the overspending not illegal.
