John Bryce as a marionette, being manipulated by two large hands marked 'Wanganui' and 'Easter encampment. He holds a dunce's cap marked 'parsimony' which is half covering Wellington Easter Encampment and several soldiers. The cartoon appears to suggest that Bryce is favouring Wanganui over Wellington
