Shows a train pulling containers which are filled with people. Text asks whether this is a 'goods train' or a 'bad train of thought'. Refers to an idea of the Minister of Police, Judith Collins, to use shipping containers to house an overflowing prison population. Probably a reference to the trains used to take people to concentration camps in Germany during WW2.
