Description: A fishing boat leaves a black trail that looks like oil and which is labelled 'Black Market op'. A fish nearby says 'there's still a lot of scum around Tauranga'. Context: Tauranga was where the grounding and consequent oil spill from the container ship 'Rena' occured. The cartoon refers to the news that Fishery officers have seized a commercial fishing trawler in Tauranga and two refrigerated trucks, after an investigation into a large scale black market operation.
