Winston Peters, Leader of New Zealand First, has been appointed Minister outside Cabinet with portfolios for Foreign Affairs, and Racing. The cartoon shows his secretary asking him how he will manage these two portfolios. Winston Peters replies by suggesting she bring him his passport and the dates of all the important race meetings around the world and they will work it out. In other words he can manage his foreign affairs obligations while attending race meetings.
