Refers to chaos in the ACT Party because of a public spat between Rodney Hide and Heather Roy whom he has dumped as his deputy in favour of John Boscawen and more importantly the scandal caused by David Garrett's past misdemeanours which include his stealing a dead baby's birth certificate to get a false passport as a kind of joke.
