The cartoon shows a prisoner sitting on the floor of his cell in rags. He tells the centurion guard at the door that 'The Waikato councils have severance payouts'. Environment Waikato has racked up the largest severance bill in the region, paying more than $560,000 in cash and non-monetary payments since 2007 to managers departing its Grey St headquarters. Most of the payouts followed mediation and the reasons for them are bound by confidentiality clauses. (Source,Waikato times)
