The cartoon shows a sheriff with his pockets full of documents who stares behind him in amazement as his followers drop their guns and hats and flee. In the foreground is a sinister row of shadows wearing tall hats. The cartoon is an illustration to accompany an article about a town planning decision in Auckland where the council turned on their own planner and approved a very dodgy Resource Consent application.
