The leaky home in question is an absolute wreck, which the man has bought as an investment property probably using his clients' funds. In the background is an ominous black cloud of smoke that represents the 2010 budget. The budget taxed the wealthy proportionately less than those on low incomes, the justification being that the wealthy need to be kept in New Zealand because they contribute more.
