Description

Shows Opposition leader, John Key, holding the 'VCS Bill' looking inscrutible as a villain slips a $50 note into his jacket pocket with his foot. Simultaneously the villain removes a second $50 note from the handbag of a weeping woman and hands her a third $50 note as he apologises to her for his wickedness. Refers to John Key's proposed Victim Compensation Scheme (VCS), which will be funded by a levy on all offenders at sentencing. It is envisaged the levy be $50. The scheme will help victims with one-off expenses not covered by ACC or other state help, such as travel to court and additional counselling.
