There are two frames. In the first frame a middle aged couple sit in their dressing gowns, eating breakfast and reading the paper. The man reads out an article describing what sounds like speeding and shooting and when the woman comments on the increasing violence of society, the man says that was only the Minister of Foreign Affairs. It turns out that the volleys were volleys of words rather than gun shots.
