The cartoon is headed 'Kiwislaver' which is a play on the term 'Kiwisaver'. Shows a group of borrowers standing on top of a huge concrete block that represents '3.5% OCR' and which is being towed through an Egyptian landscape by two sweating savers who think their labour is worth it because they are helping to rebuild the economy. Reserve Bank chief, Dr Alan Bollard, dressed as an Egyptian foreman, cracks his whip to make the savers pull harder. Refers to the fact that the Reserve Bank cut the official cash rate by 150 basis points to 3.5 per cent on 29 January, 2009, the lowest it has been since first introduced. This means that banks have begun to drop home loan rates and their mortgage rates.
