Description

The cartoon shows a factory farm with cows enclosed in stalls. The farmer tells his mate that the Corrections Minister (Judith Collins) has rung to ask if they can use surplus stalls to hold prisoners 24/7 like they do their cows. Refers to the building of more prisons as cheaply as possible and also to the contentious practice of factory farming where the cows are kept indoors.
