- Description
Shows the Mayor of Invercargill, Tim Shadbolt, grinning in his characteristic way as he stands in front of two parking metres. He has intervened in a row in Invercargill over what appears to be regarded as heavy-handedness on the part of parking metre officers. Tim Shadbolt has suggested doing away with parking metres altogether and getting traffic back into the city centre. The cartoon's title 'Is Tim parking mad?' makes a play in the words 'parking' and 'barking' as in the well-known phrase 'barking mad'. The 'Zero fees' also refers to the Southland Institute of Technology which maintains zero fees for students.
