Description

Finance Minister, Michael Cullen, stands in front of an enormous chest which is padlocked shut but bulging with money. It has the label 'Tax surplus' on it lid and the words 'Warning- off limits for tax cuts until at least 2008'. Michael Cullen is saying that it is for a rainy day and the forecast is set for rainy just before the next election. Refers to the fact that in the budget he has just delivered, there were no tax cuts and that extra money for tax cuts may be made available just before the next election.
