Shows the Waikato River along which a little boat chugs. In the boat are two men, each with a large bag. The man with the 'Crown' bag looks apprehensive and the man with the 'Tainui' bag looks cheerful. Left behind on the jetty is a man from the Hamilton City Council. Refers to the fact that the Hamilton City Council have serious concerns with the Tainui/Crown deal over the Waikato River. The council claims it has been left out of the process.
