The cartoon shows Finance Minister Bill English cutting the letters 'GST' out of great hunks of stone. In front, just as Bill English cuts the final bit of the 'T', Prime Minister John Key smilingly reassures the public that 'it's not set in stone'. Refers to the probability that the government will raise GST from 12 1/2% to 15% in order to fund the tax cuts promised in the May budget.
