The cartoon shows the PM John Key and three of his senior ministers, Finance Minister Bill English, Corrections Minister Paula Bennett and Minister for Energy and Resources Gerry Brownlee, trying to make sense of a large map which tells them where they are now and where they want to get to but it is upside-down and they are arguing about how to read it. Refers to a sense that the government has lost its way or has good ideas but finds it difficult to implement them.
