Description

A policeman on a bicycle yells at a car to 'Pull over' thinking to himself that they might have 'got mopeds if the ACC road user levies weren't so high'. Text above reads 'Cutback in number of police cars'. Refers to the requirement that the police reduce expenditure which has meant a cut back in car numbers. Also refers to the increased ACC levies put in place by ACC Minister Nick Smith in his attempt to make ACC profitable.
