Description

Shows a group of 'cooks' wearing chef hats and tossing a hot potato named 'leaky homes' from one to the other. The cooks represent the government (Helen Clark), architects, councils and builders. Refers to the continuing problem of leaky homes, caused by inadequate building practices in the past for which no one is keen to take responsibility. It means that many home owners are seriously out of pocket.
