- Description
In the first frame Prime Minister, Helen Clark, explains to a member of the public that the vicious-looking dog beside her is cuddly as long as people stick to the issues. In the second frame the dog, named 'Electoral Finance Law' turns into a huge slavering monster which launches itself at the man who runs for his life. Refers to the Electoral Finance Bill which Helen Clark has added amendments to with the intention of controls on the financing of election campaigns to protect the integrity of the ballot from the inequality of the wallet. Ignorance about the Bill has resulted in fears that freedom of speech is being curtailed.
