- Description
Shows the Minister of Education, Trevor Mallard, holding a wooden pointer and tapping it against the "Heartland High" sign which is surrounded by cobwebs, and declares that his ideal school is one without any student or teacher. Cartoon refers to the decreasing number of students in schools, especially in New Zealand's rural areas. These rural areas schools were closed as they are unable to sustain the number of students required. Mallard argued that some schools must be closed in order to redirect the extra finance to create stronger regional schools.
