A policeman stands at the door of a man hanging onto a vicious dog that is trying to get at him. The owner says that the vicious dog attack the policeman is asking about couldn't have been done by Brutus as he was microchipped. A liitle commentator below says ...and the top award for futility goes to...' Refers to continuing dog attacks in spite of microchipping.
