In the first frame a man smiles as he passes a billboard with a news headline reading 'Osama bin Laden dead'; he hopes this is 'an end to terrorism'. In the second frame he passes another billboard with a headline reading 'Another child abuse death' abd he thinks 'But not yet'. Context - Osama bin Laden, 54, was killed after a gunbattle with Navy SEALs and CIA paramilitary forces at a compound in the city of Abbottabad and was buried at sea. Osama bin Laden was behind Twin Towers attack 9/11/2001 which killed nearly 3000 people, including the 19 hijackers. Also the persistent cases of child abuse and deaths in New Zealand.
