Description

Prime Minister, Helen Clark, dressed as a sea captain, stands at the prow of a becalmed cutter named 'Government' on a glassy sea. She scans the horizon through a telescope for likely shipmates. Refers to Helen Clark's negotiating with various of the small parties for coalition and support partners in a new government. The becalmed ship is an image for the caretaker government during the time before all the special votes were counted and the final outcome known.
